mp3 conv: sampling rate option

Hi,

In mp3 (or whatever) to mp3 conversion, I'd like to see sampling rate option besides bitrate one.

This is a personal issue, but I find mp3s with 48kHz frequency is a bit hard to render on my old PC/soundcard. So it would be helpful if you provided sampling rate decreasing option.

Anyway, thanks for your incredible work!
